Introduction

Established in Maastricht in 1981 and having centres in Luxembourg and Barcelona, the European Institute of Public Administration (EIPA) is Europe's leading centre of excellence on European integration and the new challenges for public management.

It is our mission to support the European Union, its Member States and the countries associated with EIPA by providing relevant and high quality services to develop the capacities of public officials in dealing with EU affairs. We offer our services to officials at the EU institutions and in related bodies, to civil servants within the national and regional administrations of the Member States, applicant countries and other countries in the framework of their relationship with the EU.

As we continue on the way towards a successful future, constantly improving the quality of our services remains at the heart of our work. The European Commission supports EIPA through the European Union budget.

Our goal is to provide relevant and high quality services to develop the capacities of public officials dealing with EU affairs. In fulfilling our core mission we work along three lines: Learning & Development, Consultancy and Research.

The training activities are complemented and enriched by applied research and consultancy missions, and are of benefit to national and regional public administrations, as well as the European Institutions. Our work contributes towards a better knowledge of the European integration process and European policies, whilst strengthening the capacity of public servants to perform effectively in this area.

Learning methodology

Our services are characterised by a multidisciplinary learning methodology and a strongly comparative approach. EIPA provides an overall view, which, by showing the contrasts, reflects European diversity in terms of governance and administration. Our programmes are designed to provide a collaborative and stimulating environment for learning and to add value to your professional career and personal growth.

The topics are presented with the systematic use of case studies, simulation exercises and working groups. The diverse educational and professional backgrounds of our faculty and delegates enrich the experience. Moreover, most seminars and training courses bring together participants from many EU Member States and Candidate Countries.

Master in European Legal Studies

Online & Campus Combined Part time 2 years September 2017 Luxembourg

Master of European Legal Studies – MELS Online is a 2-year programme for professionals that provides a comprehensive understanding of European law using an innovative teaching methodology: face-to-face lectures delivered over selected weekends in Luxembourg are combined with online tutorials and distance learning. The programme is bilingual, English & French, although active knowledge is required only for one of these languages. Participants who successfully complete this programme are awarded a French master degree by the Université de Lorraine. [+]

Introduction to the programme The European Centre for Judges and Lawyers - the Luxembourg Antenna of the European Institute of Public Administration (EIPA) - is offering a two-year postgraduate programme leading to a Master’s degree in European Legal Studies. Since 2010, it is offered as a blended e-learning programme, combining face-to-face lectures, e-Learning sessions and distance learning. This Master is a truly international study programme offered in partnership with Université de Lorraine in France. Participants who successfully conclude the programme are awarded a French Master degree: Master en études européennes - spécialité Droit de la construction européenne delivered by the University of Lorraine. Scholarship The Ministry of Foreign and European Affairs of Luxembourg (MFEA) offers three scholarships for officials, members of the judiciary, representatives of civil society organisations and legal professions from the following countries: Albania, Bosnia and Herzegovina, Kosovo, Macedonia (FYROM), Montenegro, Serbia and Turkey. The purpose of the scholarship is to allow three candidates who have already started their professional career to follow a Master programme in European Legal Studies (MELS Online) in Luxembourg. The scholarship is intended in particular for applicants with a need of financial support. Scholarship covers: Full tuition fee, including access to online sessions and materials for distance learning Contribution towards international air travel expenses over 2 academic years (15 academic weekends, 4 examination sessions, 1 diploma ceremony, thus, 20 travels in total) up to €10.000 Contribution towards accommodation and meals in Luxembourg amounting to €118 per night, up to 3 nights per academic...
