Late last year, the EU Commission established a High Level group of experts, tasked with determining how best to maximize the impact the EU has on research and innovation.

In the High Level Group’s July 2017 report, given at the conference, “Research & Innovation – shaping our future,” Pascal Lamy, chair of the High Level group delivered the group’s suggestions.

The Group made 11 recommendations, each with an action step.

At the top of the list?  Doubling the budget of the post-2020 EU research and innovation program in order to prioritize research and innovation in the EU and in national budgets.

Other recommendations relate to creating ecosystems for researchers, innovators, industries, and governments; educating the future by modernizing and rewarding creativity and innovation, fine-tuning the EU’s research and innovation program; adopting a mission-oriented approach to face global challenge, re-align the EU finding “landscape” to maximize synergy; promote research and innovation simplicity; mobilizing and involving citizens; aligning EU investment strategies; focus on international research and innovation cooperation; and capturing and communicating impact.

Mark Ferguson, Director General, Science Foundation Ireland and Chief Scientific Adviser to the Government of Ireland, and High Level Group member said, “We are all facing the same challenges: climate change, aging populations, food security and cybersecurity being just a few examples. Science, technology and engineering will be core to solutions, and will generate benefits for citizens across the EU. These issues impact directly on the lives of people, so the report highlights engagement with citizens as a key goal for European research policy.”

He added that doubling the EU research and innovation budget post-2020 and significantly increasing national spending could make Europe a “global innovation leader.”
