Message from the President

Philips University is a dynamic institution that provides intellectually stimulating and challenging undergraduate and graduate programs of study. The programs of Philips University are well-balanced, meaningful, and helpful to students. University faculty, with evidence of teaching and research excellence and commitment to student learning, deliver the programs.

Philips University prides itself on the quality of the research and scholarship of its academics, who continuously explore and push forward the boundaries of existing knowledge. Academic development relies not only on the curriculum and textbooks but also on the expertise of the members of the faculty teaching each class.

Students also benefit from the rich extra-curricular activities of the University. Philips University offers a wide range of sporting, social and other activities which have proved very popular with students.

As a truly European educational institution, Philips University carries out its academic work in modern state-of-the-art custom-built premises which provide an educationally stimulating environment.

History of Philips University

The Philips College was founded in 1978 with the help of the Minister of Education of the United Kingdom at the time, the honorable Gerry Fowler, and the former Chairperson of the Council of the University of Cyprus, Yiannis Koutsakos, along with a well-known psychiatrist, Takis Evdokas and a professional accountant, who became the first Principal of the Philips College, Philippos Constantinou.

  • 1981 – Recognition of the first awards – first students transfer to universities in the United Kingdom and the United States of America for postgraduate studies.
  • 1996 – Recognition of awards from the Philips College by the Council of National Academic Awards of Ireland.
  • 2000 – Accreditation of selected Philips College awards by the National Accreditation Body of Cyprus (SEKAP).
  • 2005 – Publication of Law 109(I)/2005, covering private universities in Cyprus.
  • 2005 – 2011 – Amendments to the Law covering private universities: Law 197(I)/2007, 90(I)/2008, 75(I)/2010, 115(I)/2010, 74(I)/2011.
  • 2011 – The Philips College becomes a member of the Association of Commonwealth Universities.
  • 2015 – The Cyprus Agency of Quality Assurance and Accreditation in Higher Education (DI.P.A.E.) established in November 2015, by Law (N.136(I)/2015), as the competent authority for quality assurance and accreditation in Higher Education in the Republic of Cyprus.
  • 2018 – The initial license to operate a university with the name Philips University was granted by the Council of the Cyprus Agency of Quality Assurance and Accreditation of Higher Education at its 37th Meeting on 11 December 2018.
  • 2019 – The license to operate Philips University and its registration in the Registry of Universities was granted by the Cyprus Council of Ministers during their meetings on 15 October 2019; reference decision No. 88.356.

Campus Features

Library Facilities

Philips University Library plays an active and progressive role in the educational endeavor of the University and strengthens the foundations of the academic programs offered.

In order to achieve this objective, sustained attention is given to the continuing development and growth of the three principal elements of the Philips Library: the library collection, staff, and physical facilities. The collection supports the curriculum offerings of the University and provides enough coverage of the research and study needs of the students and faculty and in order to stimulate the free pursuit of their individual interests.

The Library policies are set by a sub-committee of the academic committee.

The Library as a living entity is responsive to the needs of students and staff and is attuned to new developments in the publishing industry.

The building housing the Library provides a space of 155m2 and varied facilities to create the proper learning environment. In 2018, a special study area was created with twenty carrels to enhance the existing facilities for students who need to work in the library.

Philips University Library contains a significant number of volumes of books and periodicals (approximately 35,000). In addition, the library receives a large number of periodicals, serial titles, and software programs. Through agreements with renowned publishers, the university ensures that contemporary electronic books are available.

To encourage and assist the research efforts of faculty and students, the university continuously establishes links to data banks of international caliber (ProQuest, Emerald).

Traditional reference service is available during library hours. This service is enriched by a computer-assisted reference service which provides access to the library databases of other institutions of higher learning and research.

The library staff is highly educated (holders of BA, MLIS degrees), highly trained, and committed to their professional development. The library team comprises staff who are qualified in a diverse range of subject areas and possess a variety of key skills. Staff is not only qualified to deliver a high level of customer service to the user seeking information but are also able to participate in the wider educational community of the learners and researchers of the University.

The Library is linked to international electronic data banks that enable users to select from a comprehensive range of content and research material.

The University Library has a close association with the Library of the Kapodistrian National University of Athens, which is open to all members of the University and is particularly valuable to students from Greece who currently study at Philips University.

Philips Library is a member of the Cyprus Academic Libraries Association (CAIC) and the Consortium of Cyprus Academic Libraries (CCAL).

Operating hours:

The Library is open Monday to Friday from 8:00 a.m. to 18:00 p.m. throughout the entire year.

The Library is closed during University holidays.

Information Technology Facilities

The philosophy of Philips University as regards Information Technology reads as follows:

“In the area of Information Technology (IT) the University is committed to providing the best available resources to enable students to develop their theoretical and practical skills. The University will provide a comprehensive information technology service to all students and staff to support teaching, research, and administration of the University”.

We provide University-wide IT services. A high-capacity data network covers the University and provides fast uninterrupted links to the internet. The first point of contact for students in the Computing Services Help Desk, where students can find out about all aspects of the services of the University, and obtain advice regarding a wide range of IT-based activities.

Facilities include an open access PC computer suite which:

  • contains workstations where students can use e-mail and web-based services;
  • support a range of software including the Microsoft Office suite;
  • are provided with state-of-the-art applications, and learning and teaching software facilities.

    Philips University

    The license to operate Philips University was granted by the Council of Ministers of the Republic of Cyprus, at their meeting on 15 October 2019 (ref. decision NO. 88.356) with retrospective validity from 5 February 2013. Prior to this license, the Philips College, which is still operating, had successfully operated for forty-one years as an institution of Higher Education, registered with the Ministry of Education, Culture, Sports, and Youth of the Republic of Cyprus.

    The Philips College has a proud history of educating people and advancing knowledge, making a difference in the world around us, and having an impact for more than forty years.

    Philips University, which has evolved from Philips College, is a member of the Association of Commonwealth Universities (ACU).

    Governing Bodies

    Philips University is a private corporate body. It is governed by the Council and the Senate. The Schools and Departments are administrated by Councils and each School is headed by a Chairperson.

    The Council

    The Council of the University is the highest administrative body of the University. It is responsible for the administration of all matters which concern the University, including financial matters, infrastructure, supervision of administrative and other staff, the number of students for admission, and student affairs. The Council of the University approves the hiring of academic staff that is carried out by the Senate.

    The Senate

    The Senate constitutes the highest academic body of the University and is responsible for the general supervision of the operation of the University, the adherence to internal regulation, and the law. The Senate is responsible for all the academic work carried out by the University, such as scientific research, teaching, and all other academic activities. The Senate is chaired by the Rector who is assisted by Vice-Rectors.
