Its objective is to give a deep understanding of the complexity of the current energy transformations in Europe and worldwide. The programme takes place in Berlin and Nice. The programme offers a unique, multidisciplinary approach which distinguishes it from other Master’s courses in the field of energy studies: It analyses the links between the different levels of energy governance, from an international to a local level, offering problem-focused learning at the crossroads of theory and practice. The one-year programme stretches over four terms and takes place in two study locations: Nice and Berlin Students who successfully complete the programme acquire 90 ECTS credits. The programme is structured into four terms: The first term (October-December) in Nice encompasses classes on the basics of the four energy modules: International energy governance, Economic energy governance, the EU energy governance and Energy and territories. Each module is complemented by seminars dealing with current energy issues. An academic or professional expert is invited for each event. For their second term (January-March) students move on to Berlin where teaching in the four modules continues in the form of workshops. Each module organises a half-day workshop with an expert. Students prepare the workshops in group work delivering papers on themes linked to the topic of the seminar (climate negotiations, energy stock exchange, the role of the EU interconnections in the European energy market, the EU funds and the territorial energy policy). In the two simulations the participants will forge their negotiation techniques with regard to the construction of wind farms at local level and work out of a strategy for an international energy cooperation. Teaching modules Conflict and cooperation in the international system The module aims at enriching students’ understanding of the similarities, differences and interactions of national foreign policies in a globalised world. It considers emerging patterns of international politics, including international law and international tribunals, globalisation and transatlantic relations, as well as conflict management. European integration and external action At the beginning of the new millennium, the European Union can look back at considerable achievements such as the completion of the monetary union. On the other hand, the EU remains confronted with huge challenges: New member states in Central and Eastern Europe need to be fully integrated, the EU institutions must be reformed, a common identity for foreign and security politics must be reinforced, the acceptance of the EU amongst its Member States’ populations needs to be strengthened. This seminar aims at familiarising the students, who could well become the next generation of European and international decision-makers, with an expert knowledge of the structures, institutions, and problems of the European Union. We focus firstly on the historical development of European unification and then go on to analyse the Union’s institutions and study the basics of EU law. The last part of the program is devoted to the different policies of the EU and especially emphasises the challenges of enlargement. Federalism and multi-level governance For the last fifteen years, federalism has known a revival as an international field of studies. In this framework, three major developments can be considered. The first is the study of the European Union, not analysed any more as a process of integration but in terms of federal institutional comparative approach. The second development is multi-level governance, that can be conceived as an extension of federalism as it deals with any form of multi-tier institutional system. This cooperative/competitive approach has appeared to understand the institutional consequences of the process of globalisation in post-industrialised societies, and of the subsequent changing of nature of sovereignty in the relevant states. Eventually, federalism has become a tool of conflict resolution, in order to resolve violent conflicts all over the world. Examples include Bosnia and Herzegovina, Ethiopia, Iraq, and Nepal. It is also perceived as a solution for Syria, Cyprus, Ukraine, Libya… As well, new federal discourses have emerged in historically centralised countries. It appears that all these developments share a same multi-tier conceptual framework, referred to as federalism. As such, they add themselves to older federal questions, such as political co-operation, democratic representation, minority issues and economic coordination. However, understanding the contemporary evolution of the federal meaning and of its main uses requires an innovative analytical thinking. This module will bring together these new approaches and highlight the changing nature of federalism in an ever more complex world. Economic globalisation and sustainable development The main goal of this module is to shed a light on the key forces shaping economic globalization processes in their various dimensions: international trade, financial markets, currency issues, etc. Without going into the details of economic theory, the module helps students understand the contribution of these fundamental driving forces to long term economic development as well as major economic crisis. Beyond a broad overview of the current state of the world economy, the objective is to understand how globalization refers to the problem of international economic governance, and to describe the institutions, actors and processes at work when it comes to cooperation challenges in order to solve economic public goods management problems such as trade dynamism, financial stability or monetary cooperation. The module puts a specific focus on the role of the EU as an economic actor on the global stage, with its opportunities and challenges driven both by European specific evolutions and globalization trends. Finally, the module proposes an introduction to global sustainable development issues (climate change, access to water, etc.), as they are among the most decisive challenges that will shape the future of the world economy. The trilingual branch (French, English, German) of the Master in Advanced European and International Studies (MAEIS) is targeted at students who have completed their undergraduate studies. Its objective is to give students an overarching, encompassing vision of the political, social, economic, and cultural challenges of today’s world. The Master’s programme follows an original approach which distinguishes it from other Master’s courses in European Studies and International Relations: The MAEIS is an international, interdisciplinary and itinerant programme. Following the slogan “Learning and living Europe”, the participants rotate each trimester, moving their place of studies from Nice to Canterbury and then to Berlin. The programme is subdivided into three study terms followed by three months dedicated to the writing of the Master’s thesis and an internship (3 months minimum). Degree and recognition Students who successfully complete the programme are awarded two certifications at the end of the academic year: Master in Advanced European and International Studies: This is the diploma of CIFE, certifying the successful completion of the academic curriculum and granting 120 ECTS at Master level. The degree qualification Chargé de mission en organisations européennes et internationales (Policy Officer in European and International Organisations), recognised by the French state as a degree at Master level (level 7 of the European Qualifications Framework EQF). Career prospects The graduates of CIFE’s Master’s programmes work as Senior officials in European institutions, policy officers within the UN framework, administrators, diplomats, consultants, researchers for think tanks, lobbyists, and academic experts. Furthermore, students must have a very good knowledge of English, and at least a passive knowledge of French and German. Teaching modules International Relations The module aims at enriching students’ understanding of the similarities, differences and interactions of national foreign policies in a globalised world. It considers emerging patterns of international politics, including international law and international tribunals, globalisation and transatlantic relations, as well as conflict management. European integration This module aims at familiarising the students, who could well become the next generation of European and international decision-makers, with an expert knowledge of the structures, institutions, law and policies of the European Union, as well as of the historical development of European unification. Federalism and Governance This module provides an original perspective on contemporary political institutions, through varied federal and multilevel governance frameworks. It deals with issues such as diffusion and balance of power, sovereignty, minorities, democratic representation, economic coordination, and European integration. Economy and Globalisation The key fact of the last twenty-five years has been the manifold increase of exchanges across the world, in particular in the context of a transition of socialist countries to a market economy and of the rise of new powers. Within this framework, the module analyses the exchanges of goods, services and capitals between countries, considering WTO rules of free trade as well as protectionism. Overview of the academic year The programme starts off in Nice (October–January) and encompasses introductory classes to all of the five modules, completed by international conferences and seminars dealing with current world politics events. This term is concluded with a mid-term exam. The second term takes place in Canterbury (January–April) at our partner, the University of Kent. During this term, students choose three courses among the curriculum proposed by the School of Politics and International Relations of the University, in line with their specialisation. At the end of the term, students write an essay for each of the three courses. A one-week study trip to the European and international organisations in Strasbourg, Brussels and Luxembourg is organised during this period. During the third term in Berlin (April–July), the programme aims at deepening the students’ knowledge of European integration and contemporary problems in international relations. Our partner in Berlin, the Institut für Europäische Politik, provides a dialogue with European integration experts and offers an insight into political life in Berlin. Moreover, one of the workshops takes place at the University of Rostock. The third term concludes with a final oral examination. From July to the end of September, students will write a substantial Master’s thesis based on original research work. From October onwards, students will do an internship (minimum three months). The internship can be accomplished in a European institution, an international organisation, national diplomacy, consultancies, non-governmental organisations or research institutes. Students will have the basic knowledge on the sources of different problems in both fields. Additionally, the participants of the program will obtain the required skills for the development and analysis of policies on the core subjects. Training language is English. The students who will be successful in the English Proficiency Exam prepared and conducted by the English Preparatory School of Istanbul Aydın University can enroll the first year of the program. Students who fail the proficiency exam will receive a two-semester English language training at the English Preparation School of the Istanbul Aydın University. Students must obtain a document from the English Teaching Department showing that they have become successful at the end of their language training program or they should secure a successful result at the exams officially recognized by the University such as UDS, KPDS, TOEFL, IELTS, FCE, and CPE.
