Indonesia is a country that is very vulnerable to natural disasters. The occurrence of natural disasters that are increasing in incidence over the past decade also has a significant impact on the direction of development. To ensure the sustainability of the nation's development ideals from the risk of natural disasters, efforts to mitigate disasters are absolutely necessary. Based on Government Regulation No. 21 of 2008 concerning the Implementation of Disaster Management, it is stated that disaster mitigation efforts include a series of disaster risk reduction activities through physical development and awareness and capacity building in the face of disaster threats.

In order to carry out disaster mitigation efforts, the government needs to improve, both in quality and quantity, human resources who have competence in the field of disaster. The availability of human resources that have special knowledge and skills in the field of disaster management is still lacking. Most of the workforce in charge of disaster management are currently undergraduate graduates from various disciplines. Human resource competencies working in the field of disaster management with a bachelor level (S1) can be said to be inadequate to answer the demands of national development policies and directions based on disaster risk reduction....
