The complex and rapidly changing security and safety environment, continuous technological advancements, and new needs concerning enterprise risk management, occupational safety and the protection of citizens call for innovative and future-oriented interdisciplinary education in the fields of security and safety management.

New professions will continue to emerge in both the public and private sectors (public administration, security organisations, businesses and civil society) locally, nationally and globally. The new professions in security, safety and risk management require innovative in-depth knowledge and skills that are based on interdisciplinary approaches and methodologies. Organisations and enterprises need highly qualified professionals with a thorough understanding of security and safety management, safety engineering, risk management, governance and leadership.

The Master’s Degree Programme in Security and Safety Management (SAFER) responds to this demand by educating experts who specialise in either Security Governance or Safety Management and Engineering. Depending on their major, students graduate with a Master’s degree in either administrative sciences MSc (Admin), or technology, MSc (Tech). The two majors have their own admission and degree requirements. Apart from the majors, the programme mainly consists of joint courses. Students enrolled in SAFER can also choose courses across all the Faculties at Tampere University.

Organisations and enterprises need highly qualified professionals with a thorough understanding of security and safety management, safety engineering, risk management, governance and leadership. 

The Master’s Degree Programme in Security and Safety Management (SAFER) responds to this demand by educating experts in two different focus areas: Safety Management and Engineering [MSc (Tech)] and Security Governance [MSc (Admin)]. The two majors have their own admission and degree requirements.

The major in Security Governance leads to the degree of Master of Science in Administration and is aimed at students who hold a suitable Bachelor’s degree in social sciences. Students who major in Security Governance develop expertise in the governance, leadership and management of security, in societies and communities, in international, national and local security environments, in public organisations and voluntary sector. They will be highly qualified professionals with a thorough understanding of security and safety management, risk management, governance and leadership both in the public and private sectors (public administration, security organisations, businesses and civil society) locally, nationally and globally.


Study contents

The Master’s Degree Programme in Security and Safety Management is a unique combination of technological and social scientific approaches. The insightful programme provides students with a solid understanding of safety and security management, risk management, governance and leadership.

The studies consist of joint programme studies in Security and Safety Management, intermediate studies in the governance of security, and elective studies in a chosen area (students pursuing a master's degree in technology are also required to complete an additional study module). Students may freely select their additional module (minor) to direct their expertise towards the desired career path or a field of interest.

All students in the Master’s Degree Programme in Security and Safety Management take part in a joint master’s seminar towards the end of their studies and prepare a master’s thesis under the supervision of a professor.


Structure of studies

The completion of the Master’s programme (120 cr) takes two years of full-time study.


Career opportunities

The new security and safety and risk management professions and tasks in public administration, security organisations, businesses and civil society require new kind of in-depth knowledge and skills based on interdisciplinary approaches and methodologies. Local, regional, national, European and global organisations will need new highly qualified professionals who understand societal and human security as well as safety and risk management in the complex social, political and technological environment.


Postgraduate study opportunities

Students who complete the degree programme are eligible to seek admission to doctoral studies. Graduates who major in Security Governance are eligible for doctoral studies in social sciences.


Tuition fees and scholarships

The tuition fee for the programme is 12,000 euros per academic year for non-EU/EEA students with a scholarship system for fee-paying students.

You will not be required to pay the fee if you are:

  • an EU/EEA citizen
  • equivalent to EU/EEA citizen (i.e. a citizen of Switzerland)
  • already reside in Finland (a continuous A or a permanent P/P-EU residence permit), or have an EU Blue Card issued in Finland. The exempting residence permit must be valid when you are applying for studies and at least until 1 August i.e. when the study right commences. Please note that a residence permit in another EU/EEA country does not exempt you from the tuition fee.


Scholarships

Tampere University Scholarships Programme is intended for students who are required to pay tuition fees in Master’s degree programmes offered in English. A substantial number of scholarships will be available. With the help of the scholarship programme, Tampere University provides excellent international students with high-quality, yet affordable, education.
