Our Master of Public Policy (MPP) is a one-year graduate degree. It is multi-disciplinary, reflecting the need for public leaders who can reach across specialist fields – from politics, economics and law, to history, philosophy and ethics, to the natural sciences and medicine – to find more innovative solutions to difficult policy challenges. It is practical, responding directly to the demand for policy experts who can also deploy their practical skills as negotiators, financial managers and communicators to deliver successful results. It is global in that Blavatnik students learn how policy is made, implemented and evaluated in governments around the world, and at local, regional and global levels.

The course is extremely demanding and intensive and attracts highly committed and motivated applicants. Prospective students may come from any discipline, and from any country. Applicants include undergraduate students in their final year but most successful applications are received from public policy practitioners early in their careers.

The school wants to attract students with a record of academic excellence and practical achievement and searches across all continents to attract and enable such applicants regardless of financial situation. In the last application round students from more than 80 countries applied and our inaugural cohort of 30+ students includes more than 20 nationalities. It is this diversity that underpins the aspirations of the School to be globally beneficial and relevant and we especially welcome suitably outstanding applicants from smaller and developing nations.

Blavatnik School students will form a network of supportive peers that will enhance their careers and all will be expected to return to Oxford periodically after they graduate to maintain these links for themselves and for future cohorts.

12 months full-time (September – September)

The School will admit candidates with an outstanding academic degree, who demonstrate a commitment to public service in their country or region, or internationally, and an ability to initiate, lead, and deliver.

1. Academic ability
Appropriate indicators will include:
• Proven and potential academic excellence
• University academic transcript (A successful MPP applicant will have completed an undergraduate degree in any discipline with a first or upper second-class honours or its international equivalent. A GPA of 3.7 or above would be expected from students who have studied at a university that uses the US grading system.)
• Academic references/letters of recommendation
• Written work by the student (see website)
• Statement of purpose
• Curriculum Vitae(CV) / Résumé
• Performance at interview(s)

2. Other qualifications and experience
• Work experience is not a requirement for application to the School; however, applicants are expected to have a demonstrated commitment to public service
• GRE test score is strongly recommended

3. English language requirement
• Applicants whose first language is not English, as defined by the UKBA, are required to provide evidence of proficiency in English at the higher level required by the University:
