Learning, Education and Technology (LET) is a full-time two-year international Master’s Programme (120 ECTS credits). Upon completing it, students are awarded a Master of Arts (Education) degree leading to doctoral studies. LET programme prepares experts who can apply information and communication technology in various learning contexts. LET studies rely on three theoretical pillars: Self-regulated learning, collaborative learning, and technology-enhanced learning. Both theoretical content and practical solutions offered during the studies are based on latest knowledge and findings in the field of learning sciences. LET programme aims to develop knowledge and competencies needed in modern education, namely skills for designing, conducting, assessing and analyzing versatile learning situations whether face-to-face or technologically enhanced. Moreover, many of the 21st century skills that are required in today’s working life are highlighted and supported in LET studies.
Degree Structure and Curriculum
Learning, Education and Technology (LET) is a full-time two-year international Master’s Program (120 ECTS credits). After completing the program, students are awarded a Master of Arts (Education) degree, which enables them to continue their academic studies at the doctoral level. This degree does not constitute a formal teaching qualification. The studies consist of language, communication and orientation studies, major studies and minor studies, as well as multidisciplinary studies and other optional studies.
Objectives - LET graduates are able to
make use of the essential learning theories in the contexts of individual and collaborative learning, human resources, and life-long learning
pedagogically evaluate different technologies in interaction, learning, and content production
explain the process of self-regulated learning and develop their self-regulated and co-regulated learning skills
explicate practical and theoretical means for learning expertise, and can monitor and reflect their progress to be an expert
work collaboratively in different learning communities
design and implement technology-enhanced learning in local and global contexts
use research literature and research methods from the field of the learning sciences and educational technologies, as well as conduct scientific research combining learning and technology
recognize the role of educational technology in the structures of the higher education institution, the working life and the society, and are able to take it into consideration in their own working life
Technology-enhanced individual and collaborative learning methods are used in the practical implementation of the LET program. The studies are implemented in collaboration with domestic and international research and teaching partners. In addition, collaboration with the working life is central to the implementation of the program. The studies will be completed in two academic years as both contact and online teaching. Teaching will be organized as full-time study.
LET graduates are equipped with a combination of strong theoretical knowledge of learning and collaboration, and diverse use of technology and social media that promote learning. Graduates of this programme are competent to work in duties where knowledge of learning processes and use of technology are needed. They work for example as educators, researchers, educational consultants, human resources developers, project leaders, coordinators, experts in virtual learning, designers of technology-enhanced learning, and administrators in both private and public sectors. Students’ educational background, working experience, and own interest affect their career paths once they become LET graduates.

Presequisites for the applicants
The applicants must meet the following minimum terms:
Bachelor's degree or equivalent higher education degree
Preference will be given to the applicants with a background in education or in psychology or in humanities
Applicants with a background in other academic fields (e.g. information processing sciences, information studies, economics etc.) are eligible to apply as well.
Applicants with a Bachelor's degree from a Finnish Polytechnic (university of applied sciences) are eligible to apply as well.
English language proficiency
All teaching will be in English and therefore sufficient English language proficiency is required of all students.
The level of English language will be assessed during the interview in the second stage of the student selection.

The electronic online application is accessible on 15 December 2016. Please follow the instructions given on the online application carefully.

3. Compulsory attachments to the application form
All application documents have to be delivered by the deadline. Make sure that you know which documents are required from you and how you attest your application documents to be valid and authentic. All submitted documents will be examined for their eligibility and authenticity. In case the applicant submits forged documents, the application will be automatically rejected.

STAGE II: INTERVIEW
Applicants selected for an interview will be informed latest on 24 March 2017 by email. The interviews will take place from Monday to Friday 3-7 April 2017.
If unable to attend the interview in person, applicants residing outside Finland will be interviewed via Skype. The Skype interviews will be recorded and recordings may be used at a later stage in cases of uncertain identity.
LET Programme Detailed Selection Criteria
STAGE I: WRITTEN APPLICATIONS (max. 18 points)
The written applications will be evaluated on the basis of the following criteria:
The level and the relevance of the applicant's overall study record in the completed Bachelor's degree (0–6 points)
The quality of the applicant's Motivation Letter* (0–6 points)
The quality of the applicant's Research Interest* (0–6 points)
*Motivation Letter and Research Interest are included in the online application form
A maximum of 50 applicants will be selected to take part in the second stage (interview) on the basis of the above-mentioned criteria. The references and the CV do not accumulate points. Their purpose is to provide background information for the interviews. If two or more applicants score the same number of points, their order shall be determined:
first on the basis of the level and the relevance of the applicant's overall study record in the Bachelor's degree, and
second on the quality of the applicant’s Motivation Letter.
STAGE II: INTERVIEW (max. 8 points)
The final selection is carried on the basis of the interview in English (0–8 points). In order to be selected for the programme, applicants must obtain at least 4 points from the interview.
There will be 20 students selected to the Master's programme according to the points from the interview. If two or more applicants score the same number of points, their order shall be determined:
first on the basis of scores applicant received from the section “academic skills”, and
second on the quality of the applicant’s language skills.
The purpose of the individual interview in English is to establish the applicant's aptitude for educational work, ability to discuss the content areas of the programme, motivation, and the relevance of their research topic. An effort is also made to establish the applicant's social skills and language skills in English. The time reserved for interviewing each applicant is about half an hour.
Publication of the results
After stage I the applicants selected for an interview will be informed latest on 24 March 2017 by email. The interviews will take place from 3-7 April 2017. After stage II the final results of the selection will be published on 28 April 2017.
The names of the admitted students (and those admitted to the waiting list) will be posted on the notice boards of the Faculty of Education at the University of Oulu. Those admitted as students and those put on the waiting list will also be notified of the results by e-mail and post.
An applicant is entitled to be given details of how the comparative index was calculated in his/her particular case. The Faculty Office will respond to any inquiries on the results. Any appeals shall be delivered in writing to the Board of Examiners and sent to the Registry Office within 14 days from the publication of the results.
Confirming the study place
Deadline to confirm the study place is July 14, 2017 at 15.00 pm (GMT +3). Confirmation form must be received by the University no later than this date.

University of Oulu International Master’s Scholarship Scheme 2017-2018
Connected with the renewal of university strategy, the increased importance of internationalization and the introduction of tuition fees for non-EU/EEA citizens, the University of Oulu has assigned a significant amount of money for tuition scholarships for 2017 entry. The scholarships will be granted in the form of a tuition fee waiver. The tuition fee waiver awarded covers 100 % of the full tuition fee. Applicants can apply for the tuition scholarship as part of the admissions process.
University of Oulu Scholarship Scheme in more detail
The University of Oulu International Master’s Scholarship Scheme (IM Scholarship) provides scholarships to academically talented international students. The scholarship is aimed at students studying for a Master’s degree in the University of Oulu two-year International Master’s programmes. The scholarship covers the full international tuition fee. University of Oulu IM Scholarships do not cover living costs.
In order to retain the scholarship in the following year of study, a student must have completed 55 ECTS by the end of the previous academic year. If a student does not achieve this requirement during the first year of studies, they will be liable to pay the full international tuition fee for the second year if they wish to complete their Master’s degree programme. An exception to this rule can be made if a student has been granted approved leave from studies (e.g. due to serious illness).
Eligibility Requirements to Apply for International Master’s Scholarship
Applicants are eligible to apply for a University of Oulu IM Scholarship 2017-18, if they are:
Non-EU/EEA* citizens who do not have a permanent residence permit in Finland.
(Applicants not eligible for the International Master’s Scholarship are: 1) non-EU/EEA citizens who have a permanent residence permit in Finland, 2) EU/EEA citizens or comparable persons, 3) University of Oulu students who have been accepted to study BEFORE the academic year 2017-18.)
Eligible to apply for a Master’s degree programme at the University of Oulu for academic year 2017 – 18.
The applicant has obtained their first academic degree (Bachelor’s or equivalent) from a recognised institution of higher education.
The applicant proves a high level of proficiency in English language. Approved methods of demonstrating language proficiency.
Applicants who are in their last term/semester of studies for their first academic degree during the application period, can apply for the scholarship. Applicants who receive a conditional offer of study placement for a Master’s programme will receive a conditional scholarship offer.
The scholarship application will be processed in the selection procedure only if the applicant meets the admissions criteria.
*European Union / European Economic Area member states are: Austria, Belgium, Bulgaria, Cyprus, Czech, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein Republic, Denmark, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and United Kingdom. With the EU legislation, Switzerland is also comparable for EU member states.
The nature of residence permit is indicated in the residence permit with a letter. A permanent residence permit bears the letter P or A and an EC residence permit for third-country nationals with long-term EC resident status bears the letters P-EY.
Application for International Master’s Scholarship 2017-18
There is no separate application system for the International Master’s Scholarship. All applicants for University of Oulu Master’s degree programmes need to complete the Student Application Form. Those applicants who are applying for the University of Oulu International Master’s Scholarship have to additionally complete the “Application for Scholarship,” section which can be found at the end of the Student Application Form. The International Master’s Scholarship application section cannot be completed and/or submitted without the Student Application Form.

Selection criteria for University of Oulu IM Scholarship 2017-2018
Admissions and scholarships decisions will be taken at the same time. Those students successful in obtaining an International Master’s Scholarship will be notified at the same time as their offer of admission to their International Master’s programme is confirmed. The selection criteria for the University of Oulu IM Scholarship are based on previous academic performance and academic potential.
