Master of Science in Management - Public Sector Management

This programme is designed for those currently pursuing management careers in the public sector, or managers in the voluntary or non-profit sector. It provides an overview of the theory and practice of public sector management, and an outline of the social, political and economic contexts in which management has emerged as a crucial component of the public sector of Hong Kong, Mainland China and elsewhere. Introducing the major theories, issues and concepts involved in understanding the emerging discipline of public sector management, this programme examines strategies, techniques and key competencies for managing public sector organisations, and considers the main challenges to improving the organisation and delivery of public services.

Programme Details

For the MSc, students need to complete 4 Foundation Subjects, 3 Core Subjects and 3 Elective Subjects and a Ethics Subject(31 credits). Students may choose 3 Elective Subjects relevant to their professional interests from a list of elective subjects. Alternatively, they can take 4 Foundation Subjects, 2 Core Subjects and a Ethics subject, the subject Research Methods and a Dissertation (Dissertation is equivalent to 9 credits).

Those who are unable to complete the MSc programme may graduate with a Postgraduate Diploma upon completing 4 Foundation Subjects and 3 Core Subjects (21 credits), or a Postgraduate Certificate upon completing 4 Foundation Subjects (12 credits).

The Postgraduate Certificate is awarded without a specialism, as a Postgraduate Certificate in Management.

Mode of study: Mixed-mode

Students can pursue their studies in either a full-time study load (taking 9 credits or more in a semester) or a part-time study load (taking less than 9 credits in a semester).

Depending on their study pace, students should normally be able to complete the programme full-time in 1.5 years and part-time in 2.5 years with a maximum study period of 5 years. Students will be required to attend more classes in the evening if they choose the full-time option and the duration will be subject to class quota availability.

The programme offers a structured progression pattern, and you are highly encouraged to follow the pattern to benefit from a cohort-based study. However, being credit-based, the programme allows you the flexibility to proceed at your own pace according to your time commitment and learning needs, while not exceeding the prescribed maximum study period of 5 years.

Classes are normally scheduled on weekday evenings in three semesters (including an optional Summer Term) within an academic year.

Entrance Requirements

  • A Bachelor's degree or equivalent professional qualifications, preferably with at least one year of relevant working experience.
  • Applicants with other post-secondary qualifications, normally not under 27 years old, who have been employed in industry, commerce or public administration for not less than 6 years, of which 3 yearsin a managerial capacity, will also be considered.
  • Suitable candidates may be invited to attendinterviews.
