The management of government and other public organisations is subject to increasingly high demands.
A changing society confronts the government with new challenges to which it must respond and new conditions it has to meet. Finding answers in terms of policy and fulfilling the conditions in terms of democracy, effectiveness and efficiency test the internal performance of public organisations, particularly their management. To successfully complete its tasks, management has to integrate the various aspects of performance and ensure that work is carried out in a professional manner. Consequently, there is a growing need for multidisciplinary managers. The Master of Public Management (MPM) programme offers a multidisciplinary, analytical and creative approach to the issues and problems faced by managers in the public sector.
This programme for professionals is a parttime study for those who have a career in Pubic Management and has completed a higher education study.
The degree programme consists of six co-ordinated modules, each addressing a crucial aspect of public management. The first year addresses such themes as organisational management, financial management and policy management, the second year Information management, human resources management, politics and management.
Students are already active in the field of public management. The aim of the Master’s degree programme is to offer additional expertise, insight and skills to well-trained public management officials and, building on previous academic training and professional experience, to prepare them for strategic planning and management positions.
To be considered for admission to a Master's programme at the University of Twente applicants must submit a completed application form and meet the following requirements:
-- Have completed an appropriate programme (at least a Bachelor's or equivalent degree in an academic field), to meet the required entry level for the programme.
-- Non-Dutch students whose native language is not English must demonstrate sufficient fluency in the English language. The UT assesses participants' English language abilities on the basis of the internationally recognised IELTS test. The minimum required score for admission to the University of Twente is 6.5. TOEFL scores are only accepted if it can be demonstrated that obtaining IELTS scores was not possible.

Additional admission criteria
Public Management Master’s degree programme students:
- have a sufficient working and cognitive level to function well in an academic environment, as demonstrated by, for instance, completion of a higher professional education programme (abbreviated to HBO in Dutch) or a Bachelor’s degree programme (abbreviated to WO in Dutch)
- have at least five years’ professional experience, preferably in a managerial position in the field of public management
